If you need to set aside massive sums for anticipated police “misconduct”, maybe you should get rid of the police and start over with something that works.
Wow isn't it great how, when you set a dollar amount tolerance for human rights violations, the team dedicated to violating human rights will expand their rights violations to fill that space like a gas expands to the size of its container?
Keeping in mind at all times that the US is ruled by the automobile industry and the wild chases through city streets that end in death or dismemberment are components of auto marketing:

I saw a discussion on this a few months ago on why it was the wrong approach. The counter was that they do already, but the people talking about it said it could get far worse.
Until we consistently hold them accountable, and have an independent review board with teeth, nothing will change.
Take it out of overtime. Take it out of whatever protection schemes they are openly running (like providing "security" for public works facilities here in Seattle). Make. The. Cops. Pay. Or else it won't ever stop.

The only fix I've seen floated that seems like a good idea is making them carry insurance, and reducing what qualified immunity covers.
