That's not the way it works. Each employer has to pay their withholdings from employees directly to the IRS electronically based on their withholding schedule, which is too complicated to discuss here. If an employer screws up and doesn't submit the money, there's penalties and interest.

It doesn't work that way. The taxes that are collected at the point-of-sale are sales taxes. Those are handled at the state level. The feds have nothing to do with those. I suppose you could try to tell businesses not to pay, but when IRS catches up, it may result in the business closing.

States collect revenue too. They can also require employers in that state to stop collecting federal taxes due to security concerns. States can pass laws too. Make Trumps DOJ fight it out in court.

The states do collect all kinds of taxes. There are also Fed/State agreements which govern the sharing of information, etc. I'm just saying - the state revenue agencies aren't even going to try to challenge the IRS on this.
