If Harris had won, a ~60% target would have been pretty appropriate as a goal for increased ambition and consistent with a path to net-zero by 2050. I don’t believe any of these expose a difference between a hybrid and PHEV here, and 2024 numbers do not tie out to past reports. To be clear, I think this is an excellent study and at a macro-level useful for drawing directional conclusions on policy impact
