I’ve never seen a privatized operation run better or cheaper than the former gov run group. There’s lots of evidence of this in Ontario; Serco driver testing, private Service Ontario, Brampton hospital - all are disasters or in the case of SO private outlets - hiring criminals. Even MTO outsourcing.
