Vision Zero is an impairment not a goal.
Maybe new housing minister Robertson can gain some traction on this.
No more drivers plastering the sidewalks with the blood of cyclists.
But remember: the hovenring was a car project (to get rid of bike lanes in roundabout to increase car traffic throughput) and was also paid with by car budget.

What special about the Netherlands is how ubiquitous the bike routes are.
You don’t have to plan you can just freely travel.
Sure they make special monuments to bikes, but they also do a great job of connecting the dots…

I see no obesity here, except the tourists.
There are few countries where you can bike 20 km without getting a tiny bit sweaty.
Which also makes it less logical for other countries to invest in bike paths.
