One thing I love about living in Germany is that while the road designs are generally quite good (although not universally great like NL), the truly ubiquitous camera enforcement makes drivers extremely courteous towards cyclists and pedestrians.

As I keep saying: better road design is extremely important, but you can never entirely design your way out of the need to crack down on reckless driving.
