I live in a rural area and have to have a car to get anywhere. Electric cars are too expensive and there are no charging stations but I see your point. Russia has made a lot of it's revenue from oil.
There are inexpensive new EVs, and really pretty affordable used EVs on the market now. If you live in a typical detached single family home, you can most likely just charge at home. Don’t need public charging. But, yeah, it’s still not viable for everyone, depending on local infrastructure.
