Karoline Leavitt claims that a judge's verbal order doesn't matter as much as a written order.

I think she means "oral" order. However I believe oral orders are as binding as written ones. I vaguely remember learning once that oral contracts are also binding.

When I took the bar exam I decided that if I blanked on a question I would refer to the Statute of Liberty and the principle that possession is 9/10 of the law. It didn’t come to that and I passed but I think those concepts would impress the Trump team

It’s part of the reason we have court reporters and clerks sitting right below the judge immediately turning everything said in court into a written record. Absolutely absurd nonsense to claim an order announced from the bench is any less of an order than a written one. I would love to see the government attorneys stand in a federal judge’s courtroom and say they don’t have to follow her orders unless and until she writes them down.

Was watching live posts of the hearing come in last night - those listening in to the hearing note that the Judge made it abundantly clear that the order from the bench was to be communicated immediately, without waiting for the minute order.
