You can actually rely on revealed preferences - which way people move. Which is why blue US states losing population is so bad- because people are saying that they don't want what liberals offer in terms of taxes, public services, and quality of life

But people move for jobs and family and they mostly move in the same county.
Housing costs certainly have a serious impact on quality of life & economic growth but it’s less likely to impact flows of people than people think.
