Ahh, that makes sense. So the USDOT might withhold funding as leverage, but it seems unlikely they have the authority to un-approve congestion pricing.

Their plan is probably deprive NYC of funding on multiple fronts until they do what they want them to do. They’re already doing this with dropping the federal bribery charges against Eric Adams.
