In 1962 Archbishop Rummel of New Orleans actually did excommunicate those who oppose his efforts to desegregate Catholic Schools. This was BEFORE the 1967 amendment to the Louisiana constitution formally outlawing school segregation

Thankfully the parent group in STL disbanded after the threat, so it wasn't necessary!

I think a number of them realized that excommunication would have also meant losing their spot in the Catholic schools.

But… I also have to add Archbishop Rummel’s desegregation efforts were opposed by his Coadjutor Bishop Cody. Cody went on to become a Cardinal and Archbishop of Chicago

My mother graduated from Cathedral High School, NYC, in 1947. I was very surprised by the number of black students in her yearbook. There are many.

I didn't go to school with a single black student till I went to Catholic school in the 7th grade. Public schools weren't segregated, but neighborhoods were, and there was only one black family in my neighborhood. My Catholic Junior High had several black students.

In St Louis, they originally all worshipped together. Then white priests created an attic chapel for Black congregants, then purchased an entirely separate building. Some Black Catholics were wealthy enough that they simply ignored segregation rules and went to the church of their choice.

The US Catholic Church has always seemed to have some problems understanding Catholic teaching on certain issues. The fact that they expected the Vatican to intervene on that issue only highlights the disconnect.
