It’s the streetlights. You just need to look at the data from the Governors Highway Safety Association.
There’s seasonality too, with more fatalities happening in winter months - even though you might think there would be fewer people outside because of cold weather.

Correlation does not prove causation. Your graph shows correlation.
What if the pedestrians were separated from the cars?
What if sidewalks were elevated above street level?
What other creative solutions are there?

In the Winter
At night. With ice on the roads
Under lit sidewalks
People walk freely without free of cars.
There are trees between the streets and the pedestrians.
The walking and biking paths are completely separate.
You know what no Canadian mentioned when I interviewed them? Streetlights.

Any Ford vehicle currently sold in the U.S. would have likely resulted in multiple casualties. Just look at the New Orleans Ford-150 massacre. It's physics.
