I'm a little surprised more govt employees aren't just saying "no" more often. The question fed HR seems unable to answer right now is how they plan on enforcing disciplinary action that supersedes the employee-supervisor hierarchy. Like, the people you don't work for can't just fire you.

Dept/Agencies will quickly become toxic with employees ratting out their colleagues. They want the remaining 50% or less of employees to be 1/2

I do understand fear is a reason for many who are complying. However, if more would refuse like Ellen Weintraub, then we could start a real resistance.
We are under siege, our constitution has been obliterated.
But I never see any direct links to how it's illegal.
