That's reminiscent of the Thatcher government that allowed Pinochet to come to the UK without fear of arrest.

Any previous Home Secretary would have stressed the importance of complying with the law, both national and international, even if not willing to immediately comment on a particular case (although the government must surely have seen this one coming).

Enforcement would fall to the police or CPS, but leaving it vague allows the Home Secretary to sidestep controversy, which is just a political reality.
