It’s more that it’s bad at those functions by design. If you want it to function like a General Staff, give it GS authorities. If you don’t want a GS, then don’t have one. But don’t have a structure with the responsibility of a GS without any of the authority. That’s just silly.
The position of Chairman probably has to exist for reasons, but the individual should be aligned directly under the SD with no actual staff; J35 GFM folks get aligned in P&R, NMCC/etc gets aligned....wherever in OSD, rest of JS ceases to exist because it's pointless
What is the Chairman’s staff for? Because as soon as you let them do actual analysis J7 and J8 (or large fractions thereof) reappear basically immediately. They’re both principals of the AWG for reasons other than Building politics.
You could probably carve off much of the JS (J-1, 6, 7, 8; most/all of the -5) and merge it with OSD, sure. But there would need some core staff to support the position of Chairman— the actual essential functions of which are all embodied in the “NMCC/etc.” part (the -2 & -3).
Right you could have a Chairman and some stuff like NMCC and JWAC without having the entire CRM factory (most of which should have been killed with JFCOM anyway).
JWAC is still around? I was out in 2010 and assumed that they had faded away after JFCOM was disestablished. Those folks did some very interesting work.
