I agree. They are both pushing on each other which may make it hard to tell which is really leading. While the coal complaints are a decent indicator that it is a loading limitation, it could also just be backlog that will never catch up in the short to medium term so coal will always complain.
The numbers indicate roughly 9% decline in freight loading in March 2025 compared to March 2023. Certainly highly concerning for Russia, but still unclear how soon effective collapse of Russian rail system will occur. More wait and see.

I guess there is no point send empty rrcars eastward empty if there is no cargo going west?! If my assumption is correct then that could be confirmed by satint.
Something I wanted to point for a long time, since you started the train thread at the other place in fact. When it comes to trains, we either speak of bearrings or locomotive. But there another thing that we often overlook and as a train pationate I wanted to point it out : wheels.
More precisely wheels/rail interaction. Neither us complicated to produce, and I believe Russian have plenty of both. But the trick is that changing wheels or rails is workforce consuming. As it is currently a bottleneck, they will be tempted to cut back on maintenance of both.
And then it becomes funny, because I you fail to change them on time. And I mean, with not than much tolerance, things start to become ugly. Wheels slowly turn a little bit square, damaging the rails, they in turn damage the wheels of other trains, etc.
As you all start to understand it becomes very quickly exponentially bad. And the thing is to control that you need to manage maintenance overall on your fleet and rails which is not a simple task.
As a result, only a slight degradation of maintenance process can lead to global destruction of their network. That's it. That was my thread in the thread of @prune602.bsky.social . It is a kind of tribute to honor the goddess of threads.

The same is being seen throughout the Russian economy, so imho it is not a matter of whether the decline in loading is due to the economy or RR.
The economy is declining, with RR's cratering leading that decline.
