I decline. I'd rather give the paper a fair chance with a different reviewer - I also don't even mention that I have previously rejected it for that reason.

I usually decline to review with a brief explanation for the editor.

Ok, thank you all! ❤️ So there seems to be some consensus that one should decline to review again. But opinions differ on whether to disclose the reason to the editor, right? Any more editors here who have a view on that?

Like the others, I decline, so that the paper has a new chance. I usually give a brief explanation to the editor.

I generally decline. If the journal isn't triple anonymized, I will say that I've previously reviewed it, but otherwise I will decline without explanation.

I also typically decline - occasionally there are particular features that to my mind outweigh the case for declining, but that's fairly rare.
