It makes sense in rural areas. It's probably a lot easier to move wood than it is to move bricks and stone and such, I'd imagine.

Actually, in hurricane areas it's much quicker to rebuild in wood and way more cost effective. this isn't as dumb as some are making out. Also flooding is common in hurricane areas and brick or wood makes little difference in that regard.
