Are passport cards and passport booklets not both passports?

They are not, passport cards are a weird American thing that only works in the Caribbean, Canada and Mexico.

Ireland also has passport cards, but they're pretty much only accepted in the EU/UK/Schengen.
Only recently learned it's not an EU-wide thing. Only two countries have them.

Only if traveling by car. Flying in you need a proper passport.

Makes sense, there's not a "Canada Mexico and the Caribbean only" section past security.
