Wrong. Even Snopes disagrees with your assessment. 1. Everyone is not female at conception. Your chromosomes are already either XX or XY. 2. The EO specifically states that sex is separate from gender. It simply says gender won’t be considered when deciding what sex you are.
All fetuses until about 6-7 weeks are female, with female sex organs. Also no, it doesn't just state that. Men don't produce the quote "produce small reproductive cells" until puberty, not at conception. So either A: men are now women or B: Men don't exist. (continued in reply)
The definition of sex in the executive order is, completely unscientific. Sex is ALREADY decided unrelated to gender, a trans man is of the female sex, and someone who has an intersex condition such as 46,XX, might consider themselves male or female, but their sex is 46,XX.

No, I was in school back in the ninties when the term "gender" started being used for the term "sex." There are many things that I do not know but this one thing I do know that that you are born with you will die with whether or not it is altered on the outside. And nature corrects mutations.
