Harder question: Which city has the *smallest* gap between what tourists and locals experience?

Which city or place has the biggest gap between what the typical tourist experiences and what locals actually experience?

San Francisco is certainly one of them. In many cities, Skid Row is far from major tourist attractions, hotels, and shopping. In San Francisco, the Tenderloin is immediately adjacent to Union Square, the premier shopping and theater district.

Major cities seem like the right answer here. Locals & tourists both doing lots of walking downtown, attending theater/music together, eating at restaurants, going to the biggest parks, etc.

I feel like this question would benefit from some mathematical formalization about the average tourist and average local, and the Δ in their time use (I like the question). My guess is that the gap is smaller in smaller cities, or cities without a whole lot of attractions.

In major cities with impressive attractions the average visitor is doing things that the average local doesn't do that often. Easier to hit the average of the local experience when there's less of it.
