Embarrassing question to ask, but is there finally a standard account of the neoliberal turn in the 1970s, or do you still have to piece together a coherent account from a dozen different books?

I don't think there is a standard only because the term itself is so contentious. There are numerous histories of it, but none has emerged as the definitive account afaik
I think that many would point to Gerstle's book or @quinnslobodian.com's work, but I think there is still a lot left to be said about differences between "Global North neoliberalism" (USA, UK) and Global South/East neoliberalism (structural adjustment programs, Soviet collapse), etc.!

You might say that there some obvious primary sources too, Foucault, Tony Blair, David Harvey on neoliberalism as a kind of Marxist critique
