Continuing Resolution.

Basically, there's supposed to be annual appropriations bills passed by Congress and signed by the President.

When that doesn't happen for one or more of those bills, a continuing resolution is used to fund things. It keeps the same funding that was there the previous year.

So, if, for example, the appropriations bill for the Department of Education didn't pass (because of say, too little money allocated to pet projects), Congress could try and pass a CR for it, which would say "Okay, whatever we funded the Department of Education at last year will do for now."
