Isn't the purpose of the EO below to abolish most of the Non-Treasury Disbursement Offices so that only the Cheeto can "write checks"? This will give Cheeto financial control over every decision the agencies make so he is the defacto head of these agencies.

Agencies can't spend unless it's consistent with apportionment directives. While now just pro-forma, these directives could be abused by adding impermissible prohibitions/limits on spending in order to unconstitutionally and unlawfully impound spending the Administration doesn't like.

Taking down the apportionment website would hide Administration actions to unlawfully block spending. This opens the door, for example, to telling CMS not to release some federal #Medicaid $ to states (or not release funding to certain disfavored states) even though states are entitled to those $.

In related action, White House issued a 3/25 executive order to curb fraud/improper payments by placing new "pre-certification verification processes" on Treasury disbursing funds. States get their #Medicaid funding through a HHS payment portal. Once CMS approves, Treasury disburses funds to states.
