Unfortunately, he can't instruct the archivist to publish it. He has no constitutional authority to do anything other than offer his opinion.

Sadly, this is up to Congress to adjust the ratification requirement dates imposed on it or the courts. I'd be hard-pressed to find this SCOTUS receptive.

I don't disagree with that thought. Trump could've talked about it in the last year of his first term, and Biden could've talked about it throughout his four years in office.

The president was intentionally left out of having anything to do with ratifying an amendment to the Constitution. They wanted it to be strictly between the people's body, Congress, and the states so that no president could get in the way of it.

Any presidential order on it would have no effect.
