I think congressional gridlock in Washington and an uneven economic recovery (caused mostly by gridlock) is what gave Trump the win, with the slim majorities and crazy policies of Trump I don’t see that changing.

An arms embargo with the Leahy law is too late now to really do anything. Biden was unwilling to do it in the spring or summer when it might have caused serious logistical issues for the Israeli military and might have forced Bibi not to immediately stop but struggle to keep such a high intensity.
