From what I know, the French Constitution makes it fairly easy for the PM & President to put stuff into law without the direct OK of the legislature, unfortunately.

Also, PM's being the guy from a minority member of the coalition as part of the price of joining the coalition isn't a new thing.

He wasn't in a coalition that won the election, he's from some other Party that lost and they picked him. It's in the Constitution but had never been applied this way. The people who voted had no way of knowing the rules would be applied this way and they are obviously undemocratic.
