I think with the conservative Supreme Court Justices, they've had a terrible impact, but if John Roberts didn't exist and was replaced by the next guy George W Bush would've picked, the outcome would've been identical. Excluding presidents (real and shadow) IMO only John Roberts is close in the modern era.

Roberts formative career years were spent railing against voting rights and legislative oversight of the executive branch as a young Republican in Reagan administration.
