Whereas lawyers, accountants, engineers, etc can find private sector work in nearly any city.

This. There was a trade off of job security and long term benefits in exchange for mediocre working conditions and lower salary.

I was idealistic enough to interview for an 18F job a decade ago, but that trade didn’t look great to me then, and now it’s 5x worse.

To be fair, we did enjoy significantly discounted compensation rates for civil service workers because job security was part of the package. It's not that we won't be able to staff positions, but that is a competitive advantage that will take a long time to recover.
