These devices use antennas to receive radio waves and a processor to analyze the RF spectrum. They can detect radio communication between a drone and its controller, and some can identify the drone and controller's MAC addresses.
Shouldn't be too hard to track down offenders who post such personally taken drone content to TikTok and other social media.

Most fire and first responders are using a lot of dji gear. Tough one as the manpower needs to go to fight fires. Not enough personal to spare to have to police these fools.
Anyone flying is supposed to have remote ID. Highly doubtful they do.
I have it in good authority that many of the drones sighted above the fire struck areas are trying to identify individual’s homes to let the owners know their fate.
