A tacit admission here of what Cardiff University has been doing for years, along with others - destroying the rest of the sector in a bid to stay afloat. Now they've realised even that's a wasting asset. Without structural reform the whole sector will *inevitably* and *inexorably* fail.

As it turns out, students are "at the heart" of the current recruitment system, just in a really awful way that does not benefit them at all.
