I’ve had a problem with that language and even with the proposed language.It’s wide open to interpretation because there are no parameters. Ex.,a clear written diagnosis would be required.Which diagnoses would preclude someone from voting? What process would be in place to make those determinations?

I think a council of health officials, especially experts in the mental health field should consult on this issue. The way it stands now, legislators could be the ones to determine who’s allowed to vote or not.

Traditionally bills like this end up undergoing massive changes at the last minute a la the "sewer bill" of infamy. It would be great to take out "insane" and use 202(a) type criteria...but history has taught me this is filed annually and the language persists.

Upon closer inspection, this one is more fleshed out and well written than many in the past. I'd love to hold out hope for a change
