Dems fix things and make things normal. Normal becomes boring, GOPs come up with false crises like the border crisis and bored people start believing it.

Then GOP createS real crises and the voters are "oh shit" and bring back the Democrats. Only to kick them out because they're not fast enough.

As soon as they got into power the Democrats set about fixing two of the biggest faults with the ACA marketplace. And as soon as the GOP got into power they resumed their attempt to destroy the ACA and Medicaid.

Honestly one of the big reasons Dems operate as they do is exactly the phenomenon in the original post. It's really hard to build on gains of the past and look to the future when you're forced to clean up after the last fire because voters decided you didn't clean up the fire before last fast enough
