We are nearly a month past when the fires have been fully contained and there is no movement toward getting aid to CA. They will slow-walk this until it becomes moot. States need to realize they are on their own and act accordingly.

Yes the point is aid should have clear conditions prior and after a disaster and none of those conditions are who holds what seats in Congress and the conditions are also not a mechanism to punish or reward.
