Filibusters work, but you don't usually hear about them because party leaders whip votes ahead of time and won't bother bringing bills if they won't get 60 votes. (Reconciliation is an exception and that's how they will pass tax cuts, for example.) This was symbolic and Rs wanted people to see it.
