The insurance industry will still track it.. There is zero probability that they won't use actual data to calculate rates. They don't want you to drive dangerous cars. They'll either charge you a ton of money or flat out decline to cover the risk.

The big thing that drives car insurance rates is liability coverage. Essentially, they are trying to predict what damage or injury you or your car will cause. If self-driving cars cause a lot of damage, they'll become uninsurable or VERY expensive. It wouldn't necessarily impact everyone. Just elon.
