we're doing this in Oregon. I'm a DOT employee and my whole section is moving from a suburban warehouse style office building into a smaller, centralized office owned by the state. It's saving like 250 thousand a year

Agreed, yet the infrastructure of delis, cafes, lunch spots that served the downtown work force has withered. Bringing mostly white collar workers back downtown will help the SF economy. It may also help car free corridor implementation to keep workers in town after work.
