Homeless people are the easiest group to pick on because absolutely nobody gives a fuck about them at all.

Everybody bitches about them constantly and is trying to force them out of public places..

I'm guessing you're referring to something about destroying encampments, which a court ruled would violate Section 7 if a city does this while there's a shortage of shelter space.

If shelter beds are (for obvious reasons) free to use, why would shortages not persist forever?

My anecdotes: Some people who were silent earlier (perhaps appearing progressive) have now turned to 'this has gone on too long/ is just too much' and find enough people agreeing that they are no longer silent. Instead they are getting louder.
I can remind them of Charter rights, but they don't care
