That's the Columbia river heading out to Astoria Oregon. People do use it for water sports, like wind surfing. The building is Vista House: https://vistahouse.com/

RE: Giant paddle boarder. Looking closer I am reasonably sure that's something else in the water, it just looks like a person standing up, but the distance would mean the person is bloody massive, hence my question.

The only lake in the area is not visible. On the left hand bottom is Rooster Rock State Park and a sheltered area on the river with some docks. The state park extends up past the sandbar which is a clothing optional beach.

I have been there, already. It’s about 26 years ago. There are many nice placed around Portland.
