Because they aren’t following the law. Honest answer. If the spending cuts were enacted via Congressional action there would be no grounds to sue. Problem is Trump has no political mandate to actually do this.

You can’t just decide you want out of a lease. It’s a contract. You pay until the end of the lease no matter what or get sued.

You would think so, but one of the earlier cuts was for utility bill grants in Alabama. I am not altogether certain they know enough about what they’re doing to make that kind of distinction. It’s akin to running fast with scissors, you just cut, cut, cut without knowing what you’re cutting.
