I knew so very many people in dev & IT orgs who rooted for the Bobs. It was usually people who loved to find people in the organization they regarded as incompetent so they could blame everything on them. Usually not people in management.
I literally had a job like that and was good at it. Before law school I was an engineer but my job was under marketing. Short version is daily I figured out transport capacity and demand based on weather, outages, etc. Every AM had a meeting and conference call with the managers and field staff 1/2.
When the market was weak I needed to push maintenance tasks up, but when the market was strong, I had to ask them to delay even if folks were on the road already. And unplanned outages in one location meant I had to finagle other people to jump on it when their station would be offline anyway. 2/2
