While that would likely end up eliminating many critical people, at least it would also create an economic disaster for the country as we suddenly have hundreds of thousands more people on unemployment.
Alas, that’s part of the problem. Unemployment is managed at the state level so none of that staff would be laid off but this would create significantly more work (meaning delays) and funding requirements for the states without any way to pay for it.
I don't believe that the Civil Service Commission would accept that. There must be some kind of violations and due process before any employee is removed.
Now imagine how every employment court in Blue states can take that asinine statement and turn it into the longest and most expensive lawsuit you could imagine

Social security numbers aren't random. In the 80s and earlier they were regional, and you could make a reasonable guess as to where someone was born based on a partial SSN. This is another cover to purge particular people.

I know employment protection laws are a bit stronger in Ireland than the US, so my frame of reference might be off, but that seems like an invitation to sue for wrongful dismissal.

What’s missing from your excellent information is the fact that part of SS numbers reflect the *state* of the number holder, allowing this proposed system to nix employees in blue states intentionally.
The three digits in the SSN did indicate the state the SSN was issued but has no relation to where the person currency resides. And, the social security dept does not follow that process today.
Like going inside a space rocket and saying "this is using too much power, I'm just going to randomly turn off 50% of these switches to save energy!" If brains were dynamite he couldn't blow his nose.
Random firings or not, once you implement a policy of "downsizing" the highest performing people who get jobs elsewhere will start leaving. So while overall numbers may drop, the ones left will be the lower performers. Just another case of MAGA shooting themselves in their own foot.
