They don't have to be cowards in the face of a primary threat, they choose to be cowards. Self interest before national interest.
But we can still name and shame the cowards as we go, so they are properly accounted for when (if ever) the histories are written.
The framers didn’t intend for the executive to be able to threaten Congress like this, and it upends separation of powers
