The problem is both. It’s fair to say there is a lot of waste and evaluate where it makes sense to change things just like any other org. It’s also true that the rich have undue influence on those who write the tax code and it definitely allows them to get away without paying “their fair share”.
That’s the real issue, the crux of the matter. You can analyse solutions and debate how to arrange the blanket to stay warm, but the truth is the blanket is too small. If you cover your feet, your neck is exposed. Sooner or later, circumstances will force action, leaving no other choice.

This isnt exactly correct. This issue isn't that they don't pay taxes. It's that I tax code doesn't encourage spending. Why we need to bring back things like marginal taxes rates. When money flows in the economy it helps create more jobs which means more taxes collected which can create more jobs.
Fraud by Medicare Advantage plans administered by greedy private for profit insurance companies is also a problem to the tune of billions every year. Fraud isn’t “waste.” It’s procurement under false pretenses.
