It is weird to watch everyone on TNG be like "LOL, Data you don't have emotions," when Data clearly demonstrates pride and delight in his special interests, and when Riker was going to use Q power to make him like everyone else, he was clearly afraid.

he doesn't have *intentional* emotional programming, and that led his father to tell him he has no *capacity for emotion* when like, humans have no intentional emotional programming either but (hopefully!) people teach us how to deal with our emergent emotions

A wiki dive says that Lore’s “emotions” may not have been true emotions, or at least not human ones. Which kinda brings us back around to the different ways in which anyone can display emotions.
