I once interviewed a UK planning consultant who had worked on projects in Libya under Gadaffi. His comments on planning laws in Singapore stick with me more, though.

He loved working in Libya. Amazing Roman remains and he also had a soft spot for Tripoli. Don't remember much about the planning stuff presumably it was very regime driven. With Singapore, he said, first planning apps in those days were always turned down so you would start with something huge.
