Impeachment of the president when he fails to obey the will of Congress is part of the job of every elected Senator and Representative. Congress makes the laws and sets as budget. The job of the President is to enforce those laws while remaining within the budget.
That is the way the constitution was written. Congress makes the laws, the president enforces the laws, and the Judiciary is supposed to protect Americans against overreach by Congress or the President. The Constitution is there for the citizens.
