As villains go, he's a professional. Being a supervillain mercenary and trainer is his job. He's good at it, takes pride in it, and has professional standards. And I don't think being a mercenary trainer is illegal in itself. So yeah, he probably pays taxes.

Also, I think it wasn't 616 but one of those "comics for young readers" continuities, but there's an storyline in which the avengers have to go tracking down supervillains that aren't paying their taxes in order for the IRS to let them pay theirs without having to reveal their secret identities.

Honestly? I kinda doubt it. The IRS has a lot to do and not a lot of employees. We can't even get police departments to talk to each other when it is critically important and they famously don't like working with the Fed.
