Remember that when Trump cancelled the USAID funding, politico couldn't make payroll for its employees. Funding has been restored but it's through the state department. So you can treat this news as an official truth, or a lie being told by private media companies, or both.

Actual Tariff Example: Fall safety items, basically ropes and aluminum clamps to break falls. Used by construction, military, firefighters, EMTs etc. Imported by a CA company, 20% duty. Clamps are aluminum 25% more duty. Clamps made in CN 25% MORE duty. Price gouging on safety equipment, bad idea.
