It is a faculty hiring freeze. That is the early career researchers, the generation who, by the way, had to do their research through covid as well. Faculties are not going to be fired or personally affected. Their research output and their grad students will be.

Yes, I know a few high school teachers who spend the summer doing research projects at the X-ray source. It is still a great place to be, with wonderful people and in the middle of the forest preserve.
